Does SAP have electronic work flow or is it a paper based work order system?

As far as I know. SAP-PM Has standard work flow and approval can be managed through work flow.But we did not implement the work flow in work order.However,we implemented a separate failure analysis module,where we built the work flow in work order.

So more specifically, can the entire work order be managed electronically from start to finish? I am experienced with Maximo and it does. I have no experience with SAP PM.

Yes, the entire work order (including purchasing, materials management & accounts) can be managed electronically. The features are all available in SAP to enable you to do this. Its up to you to configure the system to the degree of automation that suits your organisation.
