Doc,
Several years ago I solicited resumes and got many from both within the US and abroad. There were many, many very well qualified candidates (especially from South America) who were willing to come to the states for just about anything they could get if I could provide assistance in getting visas. That was pre 9/11, so I can't imagine that the visa process has gotten any less burdensome. The biggest problem was that there were plenty of qualified candidates among US citizens.
