There are a lot of "proper" procedures but they are based on the environment the equipment is operating.

Environment also includes:
1) users messing with thermostats
2) technician usings the basic toolbox Big Grin
3) beancounters..
etc.

Welcome to the forums, and the first place to start looking for the procedure is service, operating, parts manual of this equipment.
The next step would be to verify if the equipment described is actually installed. Would not be the first time good equipment x wrong documentation.

Describe what you already have to start the ball rolling

What about installing a second thermostat for the users that is not connected to the unit? Big Grin
