I know that our Reliability systems division have been siccessfull in establishing multiple facility monitoring systems, but I doubt the number of facilities is more than 20, haven't seen or heard of anything anywhere near 1000. Once saw a special describing what happen during the Three Island Incident. The failure analysis team said the inability of design experts to communicate with the control room due to jammed phone lines almost cause a major catastrophe. According to that show all nuclear plants across the country are now able to be remotely monitored at some central location.
