Sometimes Senior Managers and/or consultants are referred to as Seagulls.

The Maintenance Supervisor means by that: "everything is going so good today that I worry/fear that something awful (big/nasty failure/emergency)is just pending to ocurr at any moment".

Your formula is wrong - as knowledge goes down or is less, work increased - the working man may get more money for a time but the owner gets less until out of business.

The bean counters have a way of looking into getting atta-boys; create a scheme to make the numbers look better on Wall St so the CEO's get the cream off the top leaving skimmed milk for the masses who then in turn haven't the wherewithall to produce.

I think the unique expression is "outsourcing to cheaper labor instead of qualified labor" or "GB's fence". Don't need a gate; the ends are open and you can go over it or under it. But the fence company made money.
