Anyone would to suggest how to develop maintenance organization for effective reliability culture?

I tot you have asked this question before ie. about centralized vs decentralized maintenance organization. Is you reliability not effective now? Pls tell us what is not effective now, then we can comment.

P/s you didn't responsed to us regarding your business cost reduction plan.

Josh,

First, I ask someone to suggest, I feel we have many problems after merged with Refining plant. Original my plant is two Aromatics plant. We have difference practice, work environment and also skill of craft. These are the reason why I asked. In Jan 2009, we will build one team base on single system. Now a day, we have 3 plant to manage and pool resouce.

Another thing that make me feel the exist reliability not effective is repeatitive critical failure still in place.

Ok I see your point. In that case, you should establish a minimum baseline to evaluate the maintenance practice or program for each plant such as level of skill and training needed to close gap, completeness of PM and rectifications needed, etc.

Do these 3 plants use the same CMMS ie.e SAP PM? I have participated in implementing a standardized PM program for different oil & gas fields with different sets of staff and we can do it using a proper sets of KPIs.

What do you mean a different work environment? I have been to different organizations but the real maintenance substances will be quite standard. If it's not, something may be not implemented properly.

If you wish, you could engage an experienced maintenance staff to assist you to integrate the maintenance organization for the 3 plants. Inside staff may see it complicated but outsiders will see it simpler.

Suggest you make sure you have clearly defined what reliability improvement business processes you want eg RCM & RCA then develop the organisation structure needed to support these business processes , its no good developing a organisation structure unles you know what the individual roles need to do to support reliability improvement
