Does anyone know of published (internet) Case Studies describing the establishment of a central command center with the capability to monitor and control all systems within multiple (1000+) facilities world-wide?

I know that our Reliability systems division have been siccessfull in establishing multiple facility monitoring systems, but I doubt the number of facilities is more than 20, haven't seen or heard of anything anywhere near 1000. Sure, KLM, Malaysia Air, Rolls Royce, GE, Boeing, many power companies, and most natural gas transmission companies all do that with their remote monitoring and control centers.

Once saw a special describing what happen during the Three Island Incident. The failure analysis team said the inability of design experts to communicate with the control room due to jammed phone lines almost cause a major catastrophe. According to that show all nuclear plants across the country are now able to be remotely monitored at some central location.
