I know prices are falling for IR Cameras but this seems extreme!

At $35 I cannot imagine what the image looks like.

Find it at USB Geek

That looks like an interesting device - almost worth a $35 investment to buy it and see what it does.

I am pretty sure this will fall into the category of near-infrared (shorter wavelength than typical infrared cameras but longer wavelentgth than visible light) like other nightvision devices. In this frequency range, it would be primarily sensing reflected (vs emitted) energy, because objects at everyday temperatures up to a few hundred degrees C do not emit significant energy at these near-infrared wavelengths (as we learn from the Plank curve). It is useful outside because there is a fair amount of radiation at these wavelengths coming from the sky even after then sun goes down. Image will be heavily dependent on reflectivity of the target at near-infrared frequencies, but not related to the target temperature.

That's just what I am thinking. If this is really looking at the longer wavelengths that we use for our imaging (for example 10-14 micrometers), it have to be an tremendous quantum leap reduction in price of sensor elements... I think we would have heard about that.
