If you have timesheet, technicians can enter these non-hands on-tools in timesheet. Without this, I suggest separate operations should be created for long or substantial times for travel, waiting for materials, permits, etc. to enable subsequent analysis if needed later on. This will explain why the actual manhours are longer than the planned values. Lumping all the times in the work order without creating any additional operations will not enable analysis to be done on actual wrench time.

I agree with Josh's perspective that any "Delay" time should be documented. Although it can be difficult to do, having this information available helps to diffuse the occasional situation where the time (cost) spent on a WO is valid.

While yes all the time is charged to the WO it always nice to know when the machine is available due to to production, or when other resources (personnel, materials, etc.) don't arrive at the worksite according to schedule.

I think should enter only the effective wrench time in the work order. The time for travelling, planning, meeting, etc. should be recorded separately in the worker's timesheet.
