I would like to know what is the best company or agency can deliver practitioner training in RCM

May I suggest, first you do a bit of research like reading all threads in forum about RCM and then decide or favour one RCM version which you state in this forum and let's the forum members debate your inital preference.

RCM is broad and will require extensive training, as I think RCM is an umbrella for RCA, Alignment, Balancing, Installation and Rebuild of machines - not just PdM (Predictive Maintenance). You can't have Reliability Centered Maintenance without improving maintenance in my opinion. You can break-down these components and provide training in each but most likely that training will come from different vendors.

With your being in Saudi, I think you'll need to go with through training per session as you just don't 'drop-by' Saudia Arabia. So I think you'd need a provider that can stay in Saudi for at least a quarter year. Or, I could be wrong. To do machinery setup for 100 people would take ~6 weeks; not add the rest and in all probability you have more than 100 people to attend?
