I would like to know what the key of risk management, if i development only major equipment, can do?

May I rephrase this question as below if I understand you correctly:

I would like to know what are the key areas of risk management? If I develop risk management for only major equipment, is it adequate?

Perhaps you can explain further what you want because risk management is so large?

The risk level is not directly dependent on what we may call major equipment. Risk depends on the frequency of failure and the consequences when such a failure occurs. The frequency itself depends on the demand level, the design and build quality, and how well we operate and maintain equipment. Consequences depends on exposure and local conditions; the same failure can have completely different consequences in different locations.
In addition to the above, we have what we call qualitative risks. These are dependant of people's feelings and emotions, and are surprisingly important.
Only you can decide the level of risk, not some equipment vendor, as only you have all the relevant information.

I thought I explained that 'major' equipment is not necessarily the one that involves the highest risk. You have to start by describing the risks you feel are significant and then find out which items may be contributing to these risks.
In identifying 'major' equiment first, you are following the wrong order. In a process plant, an ESD valve or a deluge valve may pose a greater risk than a compresor.

How confident you are to be able to find the failure is also an important factor. In an earlier post, I had explained that Qualitative risks, i.e., that relating to feelings and emotions can be very important too, e.g., in relation to Public Relations/Reputation issues.
