It is not possible to legally download ISO standards. I suggest that you contact the Thai Industrial Standards Institute (TISI) to order them. Their web site is: http://www.tisi.go.th/

Is it better to order ISO standards via our country's institute than ot order directly from ISO website? Will it be cheaper due to possibly more buyers or still the international rates?

I try to buy my standards through ANSI. The price is the same (for paper copies) and it helps support my national standards organization. In those cases where ANSI does not carry the item, I tend to go online to ISO and if possible, buy the PDF copy.

When you buy ISO standards from ANSI, do you mean ANSI charges you as US users the same prices as those by ISO?
I thought if all users buy through our country's body, the prices might be cheaper than each & everyone buying directly from ISO, if this sort of arrangement is allowed.

The link you posted is to the old 1999 version of ISO14224. The current version is 2006 and is greatly improved on the old version. The current version has 178 pages of information compared to the 78 pages in the old.

Yes I have a copy but would be breaching copyright laws if I posted here.
My recommendation is that if your organisation is interested in developing this area then just go out and buy it. Surely they can afford it. If they can't then they are probably too far gone to beenfit from its contents anyway.
