I already to read it but not enough information for how to control: Time, Quality process and also evaluation when work done.

If you are talking about time, quality process and evaluation etc, then it's a different subject.

What do you want to know about time & quality? Do you mean how to control contractor's work schedule and work quality?

If yes, then have to ask Contractor's to produce the work schedule, QA/QC plans, HSE plans, cost estimate especially for overhauls or major repairs. For simple jobs, visual inspection upon completion will do I think.

1) Can we do it our selves?
2) Can somebody else do it cheaper, without sacrificing quality, or our good reputation, our accident rate?

4) Do they have a "good" working history?
5) Will outsourcing lead to cost reduction?
6) If something goes wrong, whose @ss, I must kick (The favorite expression of my boss Big Grin, because he will get his share from above..)
7) How we are going to control their work?

Nothing is more annoying then doing business with a company, were every week, other people show up to work.

My company have established the new plant and keep minimun number of maintenance personnel. Scope of maintain equipment are minor repair by O&M, major repair by contract-out. Now, the employing contractor are already developed and next step is planning for contractor.

So your question is how to control the central maintenance contractor?

First, what types of contract is used, it it based on work unit rates, manpower/equipment unit rates or reimbursable cost plus? Or a combination of these?

Second, I would check their organization structure, manning levels and staff compentency & experience are adequate even after they passed these criteria during tendering.

Third, do they have maintenance management guide, HSE management system, quality management system, etc?

Fourth, do they do maintenance planning & scheduling, work cost estimation, QA/QC plans, HSE plans ect?

Yes! Josh,

I would like to know how to control contractor under central maintenance or maintenance department and I answer your question as following

1. We have contract assignment by job type base on equipment such as change clay, repair valve, change catalyst, and all major repair thats are calculate by manpower, material and tools.

2. Normally, my organization have one group of maintenance but now separate some guy to operation for minor repair and remain guy still are in maintenance department for control contract-out (major repair by contractors)

3. Yes, we development Q-SHE that is policy of my company (Quality, Safety, Health and Environment

4. Maintenance Planning & Scheduling still are in the process and management QA befor/after work done.

All methodology in asset maintenance are use and some develop in our company.

Are you saying the contractor has to follow and comply with your company's system and not the contractor's own systems?

Are your planners under your own company or contractor?

Is the contractor only responsible for carrying out works and not work planning?

If area maintenance supervisors are still under your company, that means you only outsource basically the maintenance execution. Then your supervisors should be responsible for QA/QC of contractor's works, or are they not?

They area maintenance supervisor still are in our organization and have duties to :-
1. Select contractor to execute the job
2. Control contractor keep in schedule time
3. Control QA/QC of work
