Did the plant designers consider to avoid the bird migration path while on the drawing board?
* If plant designers keep forgeting to leave enough room around the equipment for Maintenance be capable to service it, asking them to take in consideration migration path is too much.
Do the birds interfere with instruments? Any plant trips due to them?
* did not heard about trips, but s..t over the dials/panels turning documentation readings on a checklist a sanitary/housekeeping task.

Instruments located in outdoors locations must be water tight, be able to resist rain (or bird s..t) drops. If not, that is a design failure that needs to be corrected.

Most maintenance organizations (if not all) that I know has under theirs workscope the management of the pest control program as part of facilities maintenance. I have never heard of the Health & Safety organization managing it. SHE (or HSE) should advise of applicable regulations due to the handling of pesticides or specify PPE after reviewing pesticides MSDS. But I do not see as an SHE duty to supervise personnel or contractors doing areas spraying, catching dogs/cats, or testing out a new method to scare birds (or turists) away.

Pests affect hygiene and health so thus HSE is involved by monitoring maintenance works for pest control! You know PM compliance for pest control. That's all.

Yes HSE (or SHE) is compliance.
We Operations, Maintenance, etc. manage processes while they (SHE) audits/advises us to comply with regulations and policies.
