New organization in our company separate some maintenance guy to production department call O&M (Operation & Maintenance) and remain people call Central maintenance.

Is the new strategy for improvement productivity call TPM, right?

I would like to ask someone have the same our organization as following

1. How to define the criteria scope of work between O&M and Central maintenance?
2. How to control maintenance cost?
3. Who raise problem in CMMS?
4. The best of workflow of maintenance management?

We do not have that strategy but, on the "Who raise problem in CMMS?" I would say: the first who detect it: rather he/she is an equipment operator, O&M technician or Central Maintenance technician.

I suspect the reason for the O&M is to have maintenance guys for first line or operator or autonomous maintenance. Thus, only major or overhaul jobs or difficult troubleshooting will go to Central Maintenance. How many plants does the Central maintenance have to service, one or more? I was told my previous plant had this kind of organization to cater for 3 plants.

O&M will still raise problems in CMMS for Central Maint & possibly for first line maint.

Workflow / only major overhaul and/or difficult troubleshooting go to central maintenance...

This must be set up in writting and agreement from both groups be worked out in advance. If technicians gets involved only with certain types of jobs, when a difficult job arises can they handle it or should not try to fixed because they are going to make it worst for the Central Maintenance hwen they arrive?
