My colleagues in the USA were the guys who project managed and wrote the API standards in particular the API 580.

I thought API also produces a standard for inspection of refinery equipment. I think it can give an idea what areas to inspect.

API 580 and related standards cover the strategies; other API stds. cover inspection procedures for specific classes of equipment e.g., Relief valves. These are 'how to' rather than 'why and when' standards such as API 580.
